SA’s government has acknowledged its potential to radically improve its economic position through the introduction of the Enterprise Development component of BEE legislation, creating a unique powerful context in which the private sector has incentive to drive SMME growth and reduce unemployment. Enterprise Development is the only instrument that has the potential to double the rate at which jobs are currently created in South Africa.
